Add Makefile to update requirements files

Description

Now that we have frozen requirements file, we will also need a way to update them from time to time.

Changes proposed in this merge request:

  • Rename "tools" directory to "requirements"
  • Add Makefile to update requirements files
  • CONTRIBUTING.rst: Add instructions to update requirements files
