Idea: distribute buildstream as a flatpak

I think it would be a good idea to offer a buildstream flatpak (build it as part of the CI, for example)

• we will solve the distribution problem in several package formats
• we will use the flatpak plugin we want to improve

As a reference, a flatpak of flatpak-builder exist
