Artifact pull jobs say "SUCCESS" even when no artifact was fetched

It's misleading for users to see "SUCCESS" for a pull job, when in fact the pull job did nothing.

It should say something like "NOT FOUND" or "MISSING" instead so it's clear that it needs to be built.
