Uncaught ValueError when tags are not pulled into local repository
Example to reproduce the issue:
git clone https://gitlab.com/buildstream/buildstream.git --no-tags cd buildstream python3 setup.py test --addopts "tests/sources/zip.py::test_no_ref"
