Add the ability to generate manifest files

It would be nice to have the option to have BuildStream to produce a manifest file for a given project or element.

The manifest file would contain information about what elements are included in the project, which is useful for quickly comparing/sharing.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
