Allow configuring default location for workspaces

It would be nice to allow configuring a default location for workspaces. For instance, I always want to create all my workspaces under ~/Projects. Instead of having to type this:

bst workspace open apps/libgnome-games-support.bst ~/Projects/libgnome-games-support

It would be nice, after setting some configuration option, to be able to just type this:

bst workspace open apps/libgnome-games-support.bst libgnome-games-support
