`pip` element doesn't make it easy to add configuration

Summary

Other plugins like cmake allow adding cmake-local and cmake-global args to allow expanding the command line withou rewriting it entirely. We should follow this pattern here too

What is the expected correct behavior?

I can add additional arguments to the pip element without rewriting the entire command line
