Allow junction elements to be named same as junction targets

Background

!1293 (merged) added support for defining targets for junctions such that it can target other junctions. However, it comes with the limitation that the junction element defining the target cannot be named same as the name of the target. This is because our loader keys junctions based on their names.

This places an unnecessary burden on the users as they have to explicitly ensure that the names are different. It would be nice to get rid of this limitation.

Acceptance Criteria

This is done when one is able to define a junction element with the same name as the element that it is targeting.
