Add a cache of parsed and provenanced yaml

Note that this does not handle junctions properly yet.
To handle junctions I need to stop loading the entire cache at once,
because I don't yet have the project objects for junctions.

Changes to LoadElement because the object previously passed in was okay
with deleting nonexistent members (ChainMap?)
