Use version checking for optional use of bwrap features

Since recently landing !379 (closed), we now have a path to properly check the version of bwrap once and conditionally use features based on the version of bwrap, see !379 (closed) comments for implementation suggestion.

Such an approach should replace the current feature checking code which resides in _platform/linux.py.
