gir1-ostree version is wrong on Debian stable

When i try to install Buildstream, it reports that the ostree version (with python bindings) is too old to be used.

I have seen this error occur multiple times, and the fix suggested in the error message does not fix the problem:

However gir1.2-ostree-1.0 on Debian 9 installs 2016.15-5, which means i still not can not install Buildstream.
