mmap does not work properly on SafeHardlinks
Combination of open (with O_CREAT) + write + mmap makes an unaccessible memory region. This works correctly outside of the mount.
This bug is triggered by localedef when the locale archive does not yet exist, or sometimes when it needs to grow.
