Ensure that all elements include build directory in the cache key

As it was recently discovered, the "build-root" is not currently considered in cache key calculations, meaning that we can have binary output variance with the same cache key, especially when debug mode is enabled in builds, which typically encode source directories into the output binaries for the sake of debuggers looking for this.

As a part of this proposal, it was agreed that this must block 2.0.
