Commands to disable remote cache are being ignored / they do not work

Summary

It is not possible to disable remote cache from command line: Seems --fetchers option is not working

Steps to reproduce

• bst --fetchers 0 --pushers 0 build <bst file>

What is the current bug behavior?

• Artifacts are being pulled from the remote cache

What is the expected correct behavior?

• No artifacts are pulled / pushed to the remote cache
