Update toolchain and allow cross-building

This is part of the work I am doing to cross-bootstrap systems for various different architectures using BuildStream.

I played with the CI a bit, using the default runners we can really only manage bst show as there seems to be a hard-wired 1 hour timeout which isn't enough for a full compiler bootstrap.
