Restructure repository and document purpose of images

This was originally proposed by @tlater on mailing list in this thread. Please see this post and the replies on it for details.

In summary, this is the rough plan of action:

  • Reorganize directory structure such that images for similar purpose live under the same sub-directory. There are three obvious categories at present:

    • images for running tests
    • images for running BuildStream in Docker (for end-users)
    • images to be used as base systems in .bst files

  • Rename images based on above split.

  • Update README to document the purpose of each image and expected scenarios for using it.
