Fix various references to bst_external
In !1 (merged) an import which hadn't been updated from bst_external was causing ostree tests to be erroneously skipped. On further investigation, this wasn't the only place where an onld reference to bst_external had been missed.
Proposed changes:
- Fix erroneous import of bst_external from !1 (merged)
- Fix various references to bst_external which were missed when this repo was forked. This fixes the failing docs builds seen in https://gitlab.com/BuildStream/bst-plugins-experimental/-/jobs/209069116

The fix to the skipping tests problem looks good to me.
Though, I personally don't think we should be changing bst-external -> bst-plugins-experimental in NEWS. My preference would be to completely rewrite NEWS and populate it with entries:
- "Forked/copied from bst-external"
- "Now includes the OSTree source plugin"
Or something like that.
Edited by James Ennis@jennis agreed. I somehow missed NEWS when browsing the diff after the sed job. I've not added a NEWS entry about the forking, but I have fixed the dodgy name changes :)
