Deprecate/Remove Docker source from this repository

Docker source was moved to https://gitlab.com/buildstream/bst-plugins-container and all the new development should happen there. We need to:

• Mark the Docker plugin from bst-plugins-experimental deprecated
• Announce the change
• Agree on a date to remove it from this package/repo
• Remove it on the said date
