bst_external/sources/git_tag.py: Fetch shallow clones if possible.

This is inspired by buildstream!989 (closed) but adapted to not use tag data tracking available on master. Instead we parse the ref to be of form '-0-g' which means the commit is tagged.

This helps Freedesktop SDK download cache to go back under the limit for Gitlab CI's cache.
