Upload a package to PyPI on release

I think it would be convenient if bst-external were to be published on pypi similarly to BuildStream itself. I've been experimenting with a freedesktop-sdk junction and found the friction in having to clone a git repository of plugins and install from source in order to actually use it a little frustrating.

Is there any chance of a package being published in the future?
