.gitlab-ci.yml: Update to latest BuildStream

The utils.save_file_atomic() helper function that we need is now
available in 'master'.

This requires updating the tests to use the new method of plugin
discovery. This was an API-incompatible change that happened in
BuildStream prior to the stable 1.0 release.
