Create a Dockerfile to make it easy to develop and test BuildGrid
Context
Currently the only way to install and run BuildGrid is to have a specific version of python and the dependencies installed locally. This sometimes requires modifications (e.g. running in a virtualenv) depending on the configuration of the contributors' systems which can be annoying.
Having a Docker image that just works would make it much easier for everyone to work on and with BuildGrid. Additionally, since macOS and Windows are not officially supported, users of these Operating Systems can expect identical behavior when using the Docker container.
