Webpage needed

Context

We should get a web page of some kind in advance of BazelCon18. Probably can start with just rendering some docs, using sphinx.

At the moment both http://buildgrid.build and http://www.buildgrid.build don't work in ways related to DNS (rather than just being empty placeholders or similar). If nothing else, it's worth creating some pages there, even just simple ones that contain the same information as the topic of the irc channel:

Task Description

• Setup GitLab pages at buildgrid.gitlab.io
• Have buildgrid.build to redirect to the GitLab pages.
• Add a placeholder webpage.
• Redirect to documentation for now.
