Plumbing for nightly builds

This patch introduce necessary minimum for nightly builds as described at #1:

  • Docker files for the two buildgrid and buildbox images.
  • Compose manifest for BuildStream and buildbox use-case.
  • CI pipeline for building and publishing the images.
