Add configuration for running Grafana to monitor BuildGrid

We have some existing Grafana dashboards in the BuildGrid repository. We can reuse them here, and should also improve their usefulness beyond simply displaying basic metrics.

We'll need to deploy and provision a Grafana instance in Kubernetes as part of this. We could use a helm chart to do this, or roll our own configuration (an example).
