      These are not fuly useful yet because uniforms can't be provided.
      
      This does however start to move control over shaders into
      the scriptable layer.
      
      Any game specific shaders will be able to get defined within
      the scripting layer.
      
      Core shaders like the default shader will stay engine specific.

      Added a Sound Resource manager that will maintain the
      list of sounds the scripting layer has loaded.
      
      This makes it easy for the scripting layer to load sounds and play
      them.
