Few issues with the license

Now, before assuming stuff - I'm just looking to improve this license! My account looks like a troll account, but only because I just signed up for GitLab, just to look if somebody has issues about this.

So... what's no law enforcement about? Are people excluded just because they work at a law enforcement? That feels unfair since not 100% of police in the world likes to censor free speech, get into properties without a warrant, etc.

Why is military entity or military contractor banned? Does this mean people who lives in countries such as Korea cannot use any projects licensed with this, as they're most likely forced to work for military?

Unless the User has made substantial changes to the Work What is substantial changes? Where's the legal definition on this?
