No longer violating Google's ToS?

According to the Aurora Store, it violates Google's Terms and Conditions section 3.3; however, according to their terms (which seem to me to be found at https://policies.google.com/terms?hl=en#toc-using), I don't see anything against this. It is also not in their Google Play terms of service. Am I missing something, or is this no longer forbidden?
