Differentiate strings for "Blacklist" action and "Blacklist" settings menu

Currently the string action_blacklist is used for both the action to add an app to the blacklist and the related section title in Settings.
Instead, there should be two different strings, one for the action and the other for the Settings section, since in Italian (but I think in other languages too) we can't use the word "Blacklist" as a verb and we need to translate it to "Add to the blacklist" in that case.
