R2R in Nonlp-1p-10bit and Nonlp-1p-8bit

Two R2Rs have been found in master in Nonlp-1p-10bit and Nonlp-1p-8bit configurations. Both have been tracked to !2120 (commits) but each was introduced by a different commit within the MR.

This R2R was seen on various presets (4,6,7,8,9,10 and possibly others) and was tracked to !2120 (6aeb1ac2). It can reproduced consistently with 500 runs.

This R2R has been tracked to the Debug Macro, "INCREASE_REF_PICS"

This R2R was tracked to !2120 (e39e8df1). It can be reproduced consistently with 32 runs.

Both R2R were found using the GCC compiler and were not able to be recreated using Clang.
