Debug and release version of encoder apps produce non-identical ivf files under Windows

Environment: Windows 10 + MSVC 2022

Command line: ./SvtAv1EncApp -q 32 --keyint -1 --lp 1 --preset 8 -i thaloundeskmtg360p_60f.y4m -b output.ivf

This issue can be reproduced with both latest master branch (commit hash fca45816) and MR !2105 (merged).

The issue cannot be reproduced after setting macro OPT_LD_SC_ME to 0.
