Block artifact with preset 10
Using preset 10 and tune 0, there's quite a large block artifact in this Sintel clip. At the top part of the staff to be precise. The artifact doesn't go away until CRF is dropped to 26.
Using 10-bit, there's a now a dark purple artifact in the same place:

10-bit (via FFmpeg):
