Inconsistent quality within frames, even when using QP ratecontrol
In some areas within a frame, extreme blurring occurs in areas of high motion. While I'd expect this somewhat with CRF rate control, it occurs even with QP rate control. This can be mitigated by using slower presets, but I don't think it can be eliminated (though I only tested down to preset 2). An example of this behavior can be seen in this image.
Source clip can be downloaded here, with the issue shown in the image above from frame 83. SVT clips were encoded with SVT-AV1 1.1.0, with parameter used e.g.:
- CRF:

- QP:

For what it's worth, aomenc shows somewhat similar behavior, again improving with lower cpu-used, but still less consistent than x265 even when it's using CRF rate control.
