Mii Plaza Stuck Endlessly Loading

Netpass is loading up the inbox and outbox fine in the application itself, and the tags for other games (Nintendogs, Tomodachi Life, ACNL, etc.) all work. When I go into the Mii Plaza, I end up meeting all the miis at the entrance just fine, but when the loading screen pops up to go to the actual plaza, Streetpass Plaza softlocks. The only way out of it is to power off the 3DS with the power button (the 'power off' screen doesn't even show up), and reentering the plaza hits me with an endless loading screen. I've been able to reset my plaza with a hexcode editor to go back to before meeting any miis at all (thankfully I fully reset my plaza before installing Netpass anyway), but if I put in a meet.dat file where I've met any miis at all, it doesn't open the plaza and the plaza is stuck in this weird socklocked, unusable state.

I've downloaded both the .cia and the .3dsx files and had no luck with either. I've deleted and re-downloaded them, no luck.

Something interesting and maybe of use is that because I reset my plaza recently I still get the occasional pop up messages about plaza updates and changes, messages about plaza tickets, stuff like that. The first time I used Netpass it actually worked and I was able to get into the plaza area, but I think it was only because I got a tutorial notification. I've been resetting to a meet.dat file that has an empty plaza but is past most of the tutorial stuff. The first tag(s) you get always triggers a plaza update message. I tried multiple times and when this message pops up if Netpass tags are my first tags I can get into the plaza, but if I meet my second 3DS first and go through the tutorial screen and THEN use Netpass for the first time it doesn't work. I don't know if that's useful or not but figured I'd mention it.
