check the new Hydra render settings API and see if it could be good host for hdNSI `settings`
According to Pixar RelNotes:
Render settings API to HdRenderDelegate. ("Enable Tiny Prim Culling" is the first example for Hydra GL)
Someone should check if it is the right place to host hdNSI settings:
