Fix NPCs pathing around safespots

What has been done in this MR?

Fixed NPCs pathing around safespots when standing adjacent to the safespot. What was happening was that NPCs were trying to path to the nearest adjacent walkable tile to the player when the correct behavior is to try to path directly to the player. Partially addresses #1686

What should testers check?

NPCs should no longer seem to path around safespots. Pathing when fighting NPCs normally, for both players and NPCs, should not regress.

  • I have tested these changes thoroughly.

  • I used the relevant Zaros tool for any JSON edits where possible, and have attached screenshots of any changes.
