Replace FlourMakingPlugin with MillingListener

What have you done in this MR?

Replaced the old milling plugin with a new milling listener since the plugin barely worked. (Closes #947 (closed))

Also added a null check to a debug log that was preventing the "empty" option on flour bins from working. Should be fixed in !1026 (merged)

Are there any tricky things testers should keep an eye out for?

  • Yes, as follows:

  • I have tested these changes thoroughly.

  • This requires extra testing due to changes to architecture or other similarly risky changes.

  • I used the Thanos Tool for any JSON edits where possible, and have attached screenshots of any changes.

  • I acknowledge that this contribution will be released under the AGPL license.

A note for testers: being able to collect flour from any flour bin is intended authentic behavior.
