[POLL] HCIM Permadeath

This poll decides if the exact implementation defined below gets into the game or not.

HCIM Mechanics Rework:

• The current HCIM mechanics will remain in effect for all existing HCIM accounts
• New HCIM accounts will be tagged as permadeath.
• On death, these new HCIM accounts will be reset to to the starting area, being forced to start over from scratch.
• These new HCIM accounts will also be able to pick 10x XP rates upon account creation, though this will not currently extend to other account types.
• New HCIM accounts will not be allowed to de-iron.
