Amulet of glory does not work in wilderness level 21-30

What I did: Rub my amulet of glory to teleport somewhere while standing in level 29 wildy

What I expected to happen: To be teleported

What actually happened: "A magical force has stopped you from teleporting". Note: I wasn't teleblocked, and running down to level 20 allowed me to teleport just fine.
