Cannot use construction/planks to repair ladder to wildy temple beacon, also has wrong smithing level requirement

What I did: Tried to use 2 planks + 4 nails to repair the ladder to the beacon in the wilderness

What I expected to happen: For it to be repaired (assuming the correct construction level)

What actually happened: It demanded iron bars and a smithing requirement (the wrong level requirement, also, it should be 70 smithing instead of 64)
