Add a rule about the maximum size of a subgroup-ID

The spec today says that the limit of a subgroup-ID is not defined by the GROUP proposal, but simply limited by the VM/Script limits.

This potentially opens us up to people using this field as another OP_GROUP style random-data storage, which is unneeded.

The spec should limit the push to a sane amount of bytes.
