Many of the SVG export options from Affinity are options that are configured globally in Inkscape (which makes sense as it's default format is already SVG, it's not an export).

For desktop publishing (magazines and the likes), usually the go-to open source program would be Scribus rather than Inkscape.

Inkscape's main focus is on creating drawings and small documents, not books or magazines. Have you tried Scribus yet?

Yes I know, but I would expect some of the options in the Export panel, eg: when you are exporting as Plain SVG or if you want to use just part of the SVG file for different purpose. It's not a bug, just my opinion.
